Creating a Roadmap for a More Connected Parks and Trails Network in Northeast Ohio

The Regional Metroparks Trails Connectivity Study (RMTCS) is a trail network plan spanning the entire five-county, 2,000-square-mile service area of the Northeast Ohio Areawide Coordinating Agency (NOACA). This network plan will strengthen park connectivity and enhance park access from residential neighborhoods. OHM Advisors led the three-firm consultant team, partnering with NOACA and five park districts—Cleveland Metroparks, Lake Metroparks, Geauga Park District, Medina County Park District, and Lorain County Metro Parks—to develop the regional trail network. 

Project goals were organized into three themes: 

  • Connectivity and Access
  • All Modes and All Purposes
  • Environmental Impact

The first theme prioritized development of a complete and safe trail network, especially in environmental justice communities. The second theme explored how trails can work with other transportation systems to expand the types of trail users and encourage everyday commuting. Finally, the third theme considered how trails can improve our environment by reducing carbon emissions and vehicular travel. 

The project began with an evaluation of the existing trail network to better understand how communities throughout the NOACA region live, work, and travel. Building on this analysis with community engagement, the team identified strategic opportunities to close network gaps and improve regional connectivity. Through iterative mapping, travel pattern analysis, and stakeholder input, the study established a prioritized implementation plan that guides trail investments over the next 15 years. Ultimately, the plan creates a roadmap for a more connected, accessible, and multimodal Northeast Ohio.
