Park furthers vision for city’s municipal district, providing year-round recreation and gathering space

Located on a formerly underutilized site in the heart of Troy’s municipal district, The Pavilion and Skating Ribbon at Jeanne Stine Park is a year-round play and gathering space that furthers the city’s long-term vision to enhance the district. Designed with input from the community and funded by a $1.5M grant, the park features a 7,850-sf mass timber pavilion, an 11,000-sf refrigerated skating ribbon for seasonal roller blading and ice skating, a 670-sf Zamboni storage building, and a 1,000-sf music pavilion. Additionally, plazas of different scales provide space for gatherings and conversation, while numerous pathways allow shifting perspectives of the central rink and enhance connections to other recreational opportunities within the district. 

Materials and Aesthetic

Mass timber columns and beams, cross laminated timber (CLT) decking, and weathered Corten steel and copper are incorporated to create a warm and natural aesthetic. Two bonfire pits, carefully selected landscaping, and programmable lighting that meets dark sky requirements and reduces light pollution also contribute to the park’s cozy, backyard ambiance. 

Environmental Considerations

To protect and enhance the surrounding ecosystem, including a natural watercourse and county drain, design emphasizes filtering suspended solids, reducing stormwater infiltration, native trees and drought-tolerant plantings, habitat creation, invasive species treatment and eradication, creek riparian zone restoration, and creek water temperature reduction. 

Universal Design Features

The park includes a drop-off loop, companion seating, minimal grade changes, intuitive signage, and movable tables and chairs within the pavilion so that everyone can enjoy the space comfortably. In addition, bike parking and an e-bike charging station support alternative modes of transportation.

Community Impact

When stitched together, the unique components of the Pavilion and Skating Ribbon at Jeanne Stine Park create a year-round opportunity for people to come together, have shared experiences, and foster a sense of community through social interaction.
