Redefining Jeffersonville’s Riverfront  

A Historic Opportunity

The 100-acre "Jeffboat" shipyard, owned by American Commercial Barge Line (ACBL), stretches nearly a mile along the Ohio River in Jeffersonville. For almost two centuries, Jeffboat was a prominent ship and barge manufacturer in southern Indiana, playing a crucial role in the regional economy until it ceased operations in 2018.

Recognizing the potential to transform the former industrial property into an energetic mixed-use waterfront development with enhanced connections to downtown Jeffersonville, ACBL partnered with the City of Jeffersonville and enlisted OHM Advisors to spearhead the creation of a redevelopment framework plan. This plan is designed to shape the future of the site and attract investors to this significant economic development opportunity.

The Framework Plan

OHM Advisors created the redevelopment framework for the property by combining technical analysis of site and market conditions, collaborating with stakeholders and community members, and integrating feedback from over 350 residents. After several iterations, the final development concept includes innovative solutions to address flood zone challenges, and features a mix of residential, commercial, and community spaces that activate the waterfront and honor the area's shipbuilding legacy. Collectively, these elements provide long-term economic opportunities for stakeholders and align with City objectives and local community preferences.

As a Result:

In 2023, Thrive Companies signed on to develop the property. Redevelopment is expected to occur in four phases, totaling nearly $1 billion. 

Phase I is scheduled to begin in late 2025 and includes 66,300 SF of retail/restaurant/mixed-use, 118,000 SF of office, 440 residential units, a 90-key hotel, marina, integrated parks and green space.
