Planning Expertise in all Project Phases Helps Bring a New Downtown to Life

Located on the western edge of the Indianapolis metro area, the Town of Avon is a family-friendly community in the center of the region’s fast-growing business and technology hub. Avon is rich in parks and green space linked by a network of paved trails, providing safe routes for walkers, runners and bikers and making it an appealing place to live, but it lacks a downtown area and town center.

OHM Advisors joined with decades-long partner, Republic Development, who reached out to our Planning team to engage stakeholders and vet the idea to create a robust, mixed-use town center on 487 acres of vacant land. Our team then performed site planning and financial modeling that netted positive results, leading to the developer’s request that we move the project forward to outline zoning entitlements and create conceptual planning designs for the site’s development.

Once the developer approved the conceptual designs, our team created the development standards for the planned 71-acre Riverwalk District portion of the project and led its design. Designs for the full site development were approved by Avon in March 2022 and TIF financing is underway for future construction. Our team will engage in design review services for the developer during the construction phase of the project.

The full, mixed-use Easton Grey Town Center will incorporate various residential housing types including single family, townhomes and apartments centered around a municipal campus with a relocated town hall, library, school district building and other town departments now desiring to move there, as well as commercial spaces. The result will be the birth of a new downtown area for Avon that invites community gathering, new business opportunities and continued growth well into the future.
